If you are using a traditional cast-iron waffle maker, begin preheating the iron. Lightly butter the iron if necessary.
In a medium-sized mixing bowl, combine the water, all-purpose flour, cake flour, sugar, and salt. Mix until just combined.
In a separate bowl, whip the heavy cream until soft peaks form.
Fold the heavy cream into the flour mixture. Take care not to over-mix the batter, but ensure that the cream has been completely incorporated into the flour mixture.
Add ½-¾ cup of batter to the preheated waffle iron. Cook for 3-4 minutes, flipping the iron after 1-2 minutes.
